National Food Safety Supervision and Management, Sampling Inspection and Risk Monitoring Exchange Conference held in Beijing

Opening Remarks
 
During October 26-27, 2016, “National Food Safety Supervision and Management, Sampling Inspection and Risk Monitoring Exchange Conference” sponsored by China Food Information Center(hereinafter referred to as “CFIC”)was held in Beijing, focusing on the in-depth discussion of the topics related to the domestic and overseas food safety supervision and management, sampling inspection and risk monitoring, etc.
 
Teng Jiacai, deputy director of China Food and Drug Administration, Director Zhang Jing and Deputy Director Wang Ping of No.1 Division of Food Safety Supervision and Management, Director Wang Hong and Deputy Director Du Xiaoxi of No.3 Division of Food Safety Supervision and Management, Deputy Director General Yu Wenjun of Import and Export Food Safety Bureau, AQSIQ, Director Xu Jiao and Deputy Director Yan Weixing of Department of Food Safety Standards, Risk Surveillance and Assessment of National Health and Family Planning Commission and other leaders and experts attended the meeting. Also, six (6) international food safety consulting experts from European Food Safety Authority (EFSA), Food Standards Australia New Zealand, Food Directorate of Health Canada, Joint Institute for Food Safety and Applied Nutrition(JIFSAN) and National Institute of Health Sciences (NIHS), etc., were kindly invited to participate in the seminar.
 
At the seminar, Teng Jiacai, deputy director of China Food and Drug Administration, delivered a keynote speech, and Chen Junshi, chairman of the board of directors of CFIC, introduced the background for convening this seminar. Six experts from No.1, No. 2 and No. 3 Division of Division of Food Safety Supervision and Management, Import and Export Food Safety Bureau, AQSIQ, Department of Food Safety Standards, Risk Surveillance and Assessment of National Health and Family Planning Commission and China National Center for Food Safety Risk Assessment as well as six international food safety consulting experts made their respective wonderful speeches focusing on the domestic and overseas food safety supervision and management, sampling inspection and risk monitoring.
 
Teng Jiacai

Mr. Teng Jiacai gave a speech at the seminar, pointing out that this seminar was based on the theme “Supervision Sampling, Risk Monitoring and Risk Exchange” for the in-depth discussion of all aspects related to the risk management, so this seminar was quite instructive and practically effective as the food safety management, in essence, comes under the category of the risk management which is a philosophy running through the whole process of the food safety supervision and management as well as a practice to be fully implemented in each monitoring measure. It is necessary to fully draw on the internationally advanced management experience with a view to continuously improving China’s food safety laws and regulations and continuously updating the monitoring mechanism, so the stakeholders should fully communicate and exchange with each other, and this seminar provides a hard-won exchange opportunity.
 

Chen Junshi

Prof. Chen Junshi, Board Chairman of CFIC and Academician of Chinese Academy of Engineering, introduced the background and topics for this seminar. Mr. Chen pointed out, from the professional perspective, sampling and inspection is the most fundamental approach to guarantee the food safety. On the one hand, it is effectively applied to guarantee the qualification of the terminal products and AQSIQ has done a lot in respect of the food safety sampling; on the other hand, the food safety monitoring shall conduct the sampling and inspection at the designated time and place for which National Health and Family Planning Commission with Department of Food Safety Standards, Risk Surveillance and Assessment as the technical support provider. Either the sampling, inspection of the terminal products or the monitoring of the food safety at the designated time and place is to immediately discover problems and provide the scientific foundation for the monitoring and management. In addition, the products manufactured by the food enterprise also need the sampling and inspection to ensure that the products are delivered out of the factories in compliance with the quality standards. With a view to ensuring the food safety, it is necessary to have the full awareness and better exchange concerning the sampling, inspection, supervision and management and pre-warning, etc.

Six international food safety consulting experts presented the detailed and overall introduction of the food safety supervision and management, sampling inspection and risk monitoring in Europe, Canada, the USA, Japan, Qatar and other countries in the world.


Ma Chunliang

Director Ma Chunliang of No.2 Division of Food Safety Supervision and Management of China Food and Drug Administration mainly introduced the development of the food Internet sales supervision and management in three specific aspects, respectively, the network food operation and development status quo, the network food operation supervision and management and the network catering service supervision and management.
 

Du Xiaoxi

Deputy Director Du Xiaoxi of No.3 Division of Food Safety Supervision and Management made a report concerning the food safety risk exchange pre-warning overall situation, and also introduced the main practices of China’s food safety risk exchange and the confronted challenges and the next step work arrangement. 
 
Wang Ping
 
Deputy Director Wang Ping of No.1 Division of Food Safety Supervision and Management introduced conditions related to the formulation of the laws and regulations and the supervision and management measures concerning the Infant formula foods and Foods for Special Medical Purposes (FSMPS), mainly focusing on the promotion of the registration system for FSMPS in China. Most importantly,  Deputy Director Wang focused on the registration condition, supervision and management work, registration management methods and the upcoming release of the relevant supporting documents related to the infant formula foods.
 
Yu Wenjun
 
Deputy Director General Yu Wenjun of Import and Export Food Safety Bureau, AQSIQ gave a systematic introduction of the current situation of the import food safety supervision and management, the achievements thus obtained and the new situations confronting us.
 
 
Xu Jiao

 
Director Xu Jiao of Department of Food Safety Standards, Risk Surveillance and Assessment of National Health and Family Planning Commission introduced the development of the national food safety risk monitoring work, particularly involving the development of the relevant laws and regulations of the food safety risk monitoring, monitoring targets, monitoring contents and monitoring progress and the next step work arrangement.
 

Wang Zhutian

 
Researcher Wang Zhutian of Department of Food Safety Standards, Risk Surveillance and Assessment of National Health and Family Planning Commission gave a detailed introduction as to how to correctly use the national food safety standard and also clearly introduced the positioning and role played by China’s food safety standard, the process related to the formulation of the food safety standard and the contents related to the cleanup work of the standard, etc., and clearly interpreted with the specific figures that it is not true: the stricter the national food safety standard is, the better result we can have. 
 

Li Ning

 
Director Assistant Li Ning of Department of Food Safety Standards, Risk Surveillance and Assessment of National Health and Family Planning Commission introduced the importance, basic method, the implemented work and the key points of the “13th Five-year” evaluation work related to the food safety risk evaluation, etc. 
 

Bao Dayue

Bao Dayue, chief consultant of CFIC, emphatically introduced the background, current international situations and the domestic situation related to the food safety risk exchange as well as the exploration of CFIC as the third party platform for the risk exchange. He pointed out, CFIC would continue to depend on the scientists, build the third-party food safety risk exchange platform suitable to the Chinese current situation and actively explore the third-party platform information sharing mechanism.
 
At last, Bao Dayue, chief consultant of CFIC, made the summary speech at the seminar, pointing out, CFIC would make further efforts in promoting the food safety supervision and management and risk exchange work in the next step by building the reliable food safety information exchange third-party platform to do our bit in boosting the national food safety work. It is believed that with the joint efforts made by all sectors of society, China’s food safety supervision and management, sampling inspection and risk monitoring laws and regulations are bound to be highly improved and updated with the more and more mature supervision and management models.
 
There were also 10-odd domestic experts kindly invited for the seminar, particularly from Department of Food Safety Standards, Risk Surveillance and Assessment of National Health and Family Planning Commission, Laboratory of Quality & Safety Risk Administration for Diary Products, Ministry of Agriculture, China National Research Institute of Food & Fermentation Industries, China Agricultural University(CAU), Peking University, Shandong Provincial Food and Drug Inspection Research Institute, etc.; the responsible persons from all provincial food and drug administrations in charge of the food safety supervision sampling inspection and risk exchange; the responsible person of all Entry-Exit Inspection and Quarantine Bureaus directly affiliated to Import and Export Food Safety Bureau, AQSIQ, in charge of the food supervision and management and major domestic prestigious media and representatives from the food industry, so there were altogether  200-odd persons having attending this conference.
